The Sea's Legend (Phione)

A book in the Canalave Library tells an old sea legend. In it, a Buizel, a Mantyke and “a Qwilfish with enormous spikes” lead a brave human to the Prince of the Sea. Bring those three Pokémon to the sea off Route 213, beat Manaphy and its guardians, and the Sea Sage gives you a Phione.

You need one of each Pokémon, caught by you. Evolved forms do not count: a Floatzel or a Mantine will not do.

Pokémon Where to get it
Buizel Common in the grass of early Sinnoh routes, such as Route 202 and Route 203
Mantyke Very Rare while surfing at Sunyshore City and on Route 223 (Sinnoh), or while fishing on Route 118 (Hoenn)
Overqwil Evolve a Hisuian Qwilfish, which you can catch by surfing or fishing on Route 22 (Kanto). It learns Barb Barrage at level 28 and evolves on its next level up (see evolution methods).
  1. Read the legend. When you reach fishing level 65, the quest appears in your Quest Tracker. Go to the Canalave Library in Canalave City and take the stairs up to the second floor. Stand below the low bookcases on the right side of the room and press the action button (or tap). The book points to “the ocean gate beyond the southern coast”. Tracker quest: The Sea’s Legend.

  2. Gather your companions. Put your self-caught Buizel, Mantyke and Overqwil in your party. Bring only one of each. With two self-caught Pokémon of the same kind in your party, the Sea Sage turns the trade down at the end.

  3. Surf to the island. Teleport to Route 213 and Surf south from the beach. Head for the larger of the two islands, in the far south-east of the route. As you near it, you hear a faint “Fioooooo…”.

  4. Battle Manaphy. Manaphy waits in the middle of the island, guarded by three Phione. Talk to it to start the battle; see Manaphy’s team below. You win 2,000 F, and Manaphy and the Phione disappear.

  5. Trade with the Sea Sage. The Sea Sage now stands a few steps south of where Manaphy was. Stand on the tile below him, talk to him and answer Yes. He takes your Buizel, Mantyke and Overqwil and gives you a level 1 Phione that knows Water Gun.

The Sea Sage's Yes/No question: "And you... you shall carry a piece of the ocean's wonder with you always."
After the battle, the Sea Sage offers the exchange.

The Phione counts as caught by you, so it works for quests that need a self-caught Pokémon. Like a wild one, it can be shiny.

  • Both Pelipper have Drizzle, so rain falls for most of the fight. Rain powers up Water moves, and Hydration cures the Phione and Manaphy of status problems.
  • Electric moves hit Pelipper four times as hard, and the Phione and Manaphy twice as hard. In rain, Thunder never misses.
  • Manaphy can use Tail Glow to raise its Special Attack by 3 stages. Knock it out before it sets up.
